Modifications: I went up a needle size (used a size 3) and then knit the size 12 months in hopes that she can wear it both this spring and next fall. I also just kept increasing every 7 rows on the skirt even thought the pattern called for only a few increases. I wanted the skirt to be super flared out for maximum cuteness.
Verdict: ADORABLE! WIN!
